Hi, there! Whether or not you should be walking on the treadmill at 9 months will depend on what you've been doing the other 8 months. If you've been walking regularly, it's probably fine to walk now. If you haven't, just double-check with your physician/midwife. It's probably fine to walk at a leisurely pace. 

As far as how soon after vaginal delivery you should start working out again...that, too, depends on what you did for exercise during pregnancy. Light walking can be beneficial and feel good, and is something most women can safely do during the first six weeks. Kegels/pelvic floor exercises are another one you should start or continue doing. Some believe they will also help speed healing. If you were doing strength training during your pregnany, you can probably go back to that after a couple of weeks if you feel up to it.
