low lying placenta

I am 17 weeks and  3 weeks ago we found out that I have a low lying placenta. We just went to see our OBGYN and after they reviwed another ultrasound they say that the placenta is still very low and is covering the cervix. I was wondering is it a possibility tthat it may not move up and if so is that dangerous for the baby? Also will i have to have a c section? My doctor said that not neccicerily but I am not sure of what she says. Thank You Carma
